I agree that Al-Tamimi is a great analyst and provides invaluable insights but very much from a US perspective which I disagree with. For example "The U.S. should continue and intensify efforts with partners in the region – especially Jordan – and elsewhere to interdict captagon shipments and smuggling." Why should the US be involved at all in regional affairs? It shouldn't.
That is a bit better, but it's underlaying argument that "the regime is behind this vast network, let us find how" then use people's perceptions of reality as proof still is a bad model. Half of the towns down south the regime still can't enter. The Russians made a deal with them that they could keep their arms if they don't attack. And the Yarmuk basin is still heavy ISIS and the regime has no control of it. So while I believe the underlying argument that the best way to counter the illicit drug deal is to create a better economy, that doesn't mean the regime is behind any of this. It's just a bit low on the priority list. Going after the many leaders down south who at one time were staunch anti-government and whose livelihoods the town people depend on and ALSO happen to deal with illicit drugs is not an option at the moment.
